On 24 September 2026, a group of members of parliament tabled in the National Assembly a bill on the use and development of artificial intelligence. It was registered under number 52-654-01-151. The event was noted by Digital Policy Alert, a project that tracks digital policy around the world, and details are also described in Bulgarian media.
What is known
The bill is a draft, not a law. It has not been adopted and its text may change during consideration in the committees and in the chamber. The title and the descriptions show that the aim is to create a national framework for applying the European Artificial Intelligence Act and to regulate the governance of AI matters in Bulgaria.
According to an explanatory article on fakti.bg of 26 September 2026, the draft provides for the Minister of Innovation and Digital Transformation to lead state policy, with supervision divided between sector authorities according to the area of use. The same article also mentions the use of AI in state and municipal administration, measures to support business and penalties for violations. These details come from a media review, not from the full text.
What is not known matters too. The Digital Policy Alert page gives only a short description and the date of the event, and the full text of the bill in the National Assembly register could not be read when this news item was prepared. That is why no conclusions should be drawn about specific obligations.
Does it affect properties
Not for now. Until the draft is adopted and promulgated, it creates no obligations for a restaurant, hotel or guest house. Whether and how it will affect a property that uses a chatbot or another AI tool will depend on the final text and on the deadlines in it. There is no legal advice here. For your property, check with a lawyer or in the official text.
What you can do
- Make a short list of the AI tools you use: a chatbot on the website, translation, writing texts, selecting photos.
- Next to each tool, note who the provider is and what it does with the data entered.
- Follow the bill's page in the National Assembly: it shows which committee it is in and whether there has been a first reading.
- If you have a chatbot for guests, let the guest clearly see that they are talking to a program. This is good practice regardless of the law. The European AI Act also has separate guidance on transparency, which we will cover in another news item.
Connection to practice
Hotels and guest houses most often use AI to answer guests' questions. If your property has such an assistant, what matters is that it answers from information you have approved and, where data is missing, directs the guest to the property's phone. ISKA Assistant works exactly like this, but whether and what will be required of such tools will become clear only from the adopted text.
